fortran: moar fixes for the Fortran MPI_SIZEOF debacle

Ensure to define ompi/pompi versions for platforms that don't have
weak symbols.  Also make fortran/mpif-h/profile build a separate
sizeof library, just like fortran/mpifh-h does.
