Xliff or similar format support for context

While the comment option exists in json files, it is not recognised by any tools or standards.

For example weblate.

A few formats support context.

It would be beneficial to add additional format support - xliff xml might be closest to json - nested keys with metadata. Should make reading and passing into internally compatible format easier.

Or is this possible through plugins?

I'd go with .po files or xliff. Preferably xliff.

It shouldn't be impossible to add, look into how POT files are created now and expand from there.
