process_full_conus remove apply to get x,y points

can be simplified to
radar_sites['proj_geom'].x

Similarly with y

This would be a good thing to test...the intent with that step was to make sure a regular pandas Series was obtained and not a GeoSeries, as there were some issues with pickling the GeoSeries to send off to the dask workers. However, if this does work, that would be a good clean up (that whole script is due up for a good refactor anyway).
