Feature request: Exclude device on Windows with winIOv2?

Is your feature request related to a problem? Please describe.

I'm on Windows ARM and can therefore only run the winIOv2 version of Kanata since I cannot get the Interception driver to work. As far as I can tell the windows-only-windows-interception-keyboard-hwids feature is an Interception driver only feature, but I would still like to enable Kanata on only the built-in keyboard of my laptop. Is there a way to do this with winIOv2 version of Kanata?

Tried for a while to get Interception driver working on Windows ARM, but it does not seem to run even though it says it installs successfully and I put the DLL in the same directory. If Interception can run on Windows ARM, it would solve this issue.

The LLHOOK mechanism has no way to know what input device a key event came from.

The raw input mechanism, but I suspect Kanata cannot intercept inputs while it is not the active/foreground application.

Likely will need an equivalent of the interception driver but that works on ARM.
