Monitoring: cycles ledger

Motivation

The UI is not designed to allow devs to hold cycles on the cycles ledger for their mission control ID but, shit happens. I remember than Canfund can support the cycles ledger, so I should check if it's possible to set it to support bot, cycles on the canister, ICP and cycles ledgers.
