Problem

The notebooks are usually lengthy and it's a pain to scroll all the way to the bottom or up using the scrollbar which gives a tiny bar to drag with the mouse cursor.

Proposed Solution

Up / Down arrow buttons in the bottom right.

Thanks for reporting this @ghltshubh, one option is to make an extension that adds this behavior (in a similar manner to https://github.com/wallneradam/jupyterlab-output-auto-scroll). To integrate this into Notebook 7, this would likely need to be first implemented in JupyterLab and would need some discussion around design/experience.
