Bug on Running Files Dropdown Menu

Description

The dropdown menu for running files does not work as expected for terminals.

Reproduce

1. Open Jupyter Notebook
2. Go to Running tab
3. Click on Terminal tab

Expected behavior

When terminal drop down is closed, file beneath is expected to close under terminal tab. Instead, terminal tab drops to the bottom of the screen.

Jupyter Notebook Version: 7.5.0rc1
