Add rules and criteria for institutional contributors/partners

Part of the goal of JupyterHealth is connecting healthcare providers with organizations they can contact for funding development and support for deployment. That means having a listing of institutions in those roles. In order to maintain that in a fair way, or criteria for inclusion needs to be clear and documented.
