Creating governance for JupyterHealth #2
Description
In order to prepare JupyterHealth for promotion to a Jupyter subproject (out from under JupyterHub's umbrella, which we are treating as something of an incubation process), we need to set up our own governance documentation.
This will start with mostly copying JupyterHub's governance, with appropriate updates and changes, such as addressing health-specific issues like #1 .
