mybinder.org-deploy upgrade succeeded even though analytics-publisher didn't startup

We failed to catch an issue with analytics-publisher after merge of #2369. Maybe we can add some test to ensure it becomes ready after an upgrade or similar.

This issue is a spinoff from #2392.
