0.19.0 release plan

There is already a 0.19.0 pre-release for `jupyter-chat` with the new UI / UX: https://github.com/jupyterlab/jupyter-chat/releases/tag/v0.19.0alpha0

This is mostly an issue to track what needs to be done before a proper `0.19.0` release.
