Update v3 branch

Description

The v3 branch is not up to date with the current release 3.1.0, while the version 4 is in pre-release.
The last commit is from October 20, 2023.
It is a blocker to backport PR to the jupyter-collaboration 3.

Proposition

We should probably push the commits from main to the branch v3, until 47305e4.

Expected behavior

v3 branch up to date with the version 3 release.

Hi everyone. I've opened a PR #439 that rebases 3.x onto main up to v3.1.0. Please give it a look when possible.

Alternative simpler option would be to hard reset 3.x to 47305e4 but then any commits that are part of 3.x and are not part of main up to 47305e4 would be lost.

Based on the discussion in #439 the next steps for updating v3 branch are:

• Rename current 3.x to 3.x-broken
• Create new 3.x branch from main up to 47305e4 3.1.0 release commit
