add ckanext-composite for repeating custom fields

add steps to install the composite plugin:

    pip install -e git+https://github.com/EnviDat/ckanext-composite.git#egg=ckanext-composite

Add the plugin

    ckan.plugins = ....... composite

Set these variables

    scheming.presets = ckanext.composite:presets.json
