feat(pack): add skillspeed_attack and skillspeed_noattack stat templates

- Add skillspeed_attack template that multiplies by AttackSpeed
- Add skillspeed_noattack template that multiplies by CooldownSpeed
- Update skill SkillSpeedModifier stats to use appropriate templates
- Remove unused Dmg_*/Dst_* skill stat definitions (marked IGNORE)
