Support war file generation

Clamp should be able to generate a war file for use by containers like Tomcat.

This requires generating an appropriate /WEB-INF directory, including web.xml, with maximal user control.

This should look at the very similar Django on Jython support, and possibly migrate DoJ to use clamp instead.
