Higher tmin / tmax for new driver data

The new driver data (2017 - 2020) that was appended (# onto old drivers (1980-2016) seems to be shifted slightly higher for both tmin and tmax.

Less obvious is there is an issue with the precipitation. Elevated annual precipitation in 2018 but not shifted up like tmin / tmax
