Anyone can tell me how to install k3d with off-line mode(which means the server can not connect to the Internet)? Which docker images I need to prepare? And what is the step?

You'll have to have ghcr.io/k3d-io/k3d-tools, ghcr.io/k3d-io/k3d-proxy and docker.io/rancher/k3s in the versions matching your requirements to be able to spin up the cluster using k3d.
Then you'll have to k3d import a tarball with all the images required inside K3s or use a registry.
