Fix project-quay stable-3.16 channel: restore 3.16.0, fix 3.16.1, add 3.16.2

- Restore 3.16.0 which was accidentally deleted by the 3.16.1 PR (#7432)
- Fix 3.16.1 replaces field to properly reference quay-operator.v3.16.0
- Add 3.16.2 with replaces quay-operator.v3.16.1
