Add opt in to cni 1.1.0 for thick plugin

we already support gc, and added support for cni status with ovn-kubernetes/ovn-kubernetes#5973. we should add yamls for 1.1.0 configurations with thick plugin. We dont need to do anything for thin since it derives the cni version from the delegate cni
