Allow changing number of topics displayed per page

Current topic listing and selection impede efficient bulk operations. The inability to view all topics at once and the page-specific "Select all" prevent users from easily performing actions across the entire topic set. This necessitates repetitive, page-by-page management, significantly reducing efficiency.

There are multiple options to solve it. The easiest one is to allow changing page size.

Describe alternatives you've considered

A more robust option will be using infinite scroll with the "Select all" checkbox always referring to all topics.

An additional issue is that deleting all topics on a page don't trigger page refresh and continues to display already deleted topics.
