The sources in the MOODLE_501_DEV should all be in a public/ folder

To facilitate the installation, it would be great if the repository would start at public/ and then had public/lib, public/mod, public/local etcetera due to the structural changes of Moodle ≥ 5.1.

Or, split repo into individual plugins, as proposed in #240.
