Move the display translation/prefer language from config into mode

Maybe it's possible to make a mode that:

• Able to select display translation or not.
• Able to select which translation prefer to display.
• Merge into Move the display type/property from config into mode. #2197 or become separate mod.

Separate from #2197 because:

• Beatmap might have translation of not.
• Even beatmap have translation, might not have the language that user is using(prefer language).
• If beatmap does not have translation, is there any second language(or alternative) language that able to be used?
• (Not very sure) will user change the prefer language frequently?

Mod does not support customized setting item(e.g. dropdown with CultureInfo).
