First line should adhere to standard format

:help help-writing states that the first line of a help file should have the following format:

*plugin_name.txt*	{short description of the plugin}

Would it be possible to use this suggested format? I'm currently working on neovim/neovim#37831 and noticed that plugins using this workflow don't follow the suggested format.

As an example, blink.cmp seems to use panvimdoc:

I believe just this function should be modified. If I remember correctly this is configurable too by the plugin author, so we’d probably just want to change the default and still allow authors to configure it.

I’m on travel this week but can look into it next week if someone else doesn’t already make a PR by then.
