Start confirming signature publication as soon as it appears on-chain #623
Description
As currently implemented in #616, the client starts the signature confirmation process once it exits the signature publication delay. A nice improvement to the code presented in the referenced PR would be to start the confirmation process if a signature appeared on the chain despite the fact the client is in the "delay publication" state.
