i18n customization override behaviour

There needs to be an option for the i18n override in i18n-embed to support the behaviour where if I customize a message in the fallback/primary language, don't use the message in other languages unless they have also been customized. This is to prevent stale message content making it through by accident when new languages are added to the base project.
