Need a LICENSE #2
Description
We need to have a LICENSE file (i.e. to license this software). I didn't just add one because some of the code moved in here is not written by myself and I need to get their permission to license the code. I'm going to go with BSD-3 as it's, in my opinion/experience, the simplest permissive license that will require less effort from contributors to abide by and allows us to add code with a wide range of licenses. Of course, I'm open to discussion with other contributors.
