Current Behavior: In the Writer’s Program repository, the CLA (Contributor License Agreement) GitHub Action used in the CI/CD pipeline is outdated. Since GitHub Actions have been updated, our current CLA action version may not work correctly or might cause compatibility issues.

Expected Behavior:

1. Update the workflow to use the latest version of the CLA GitHub Action.

2. Ensure the CLA check runs smoothly in the CI/CD pipeline.

3. Verify contributors can still sign and verify the CLA without errors.

Steps to Reproduce the Issue:

1. Open any new PR in the Writer’s Program repo.

2. Observe that the CLA Action may fail or run on an older version.

3. Check the GitHub Actions logs for warnings/errors about outdated actions.
