[Keras 3 OpenVINO backend] Implement solve_triangular for triangular linear system solving #35002

This issue tracks the implementation of solve_triangular in the Keras OpenVINO backend. This will help increase the parity for the OpenVINO backend.
I will submit a PR implementing this and enabling the corresponding tests.
