ci/diffs: denylist xsk tests on aarch64 and s390x

ns_xsk_drv and ns_xsk_skb are flaky on non-x64 architectures.  They
appear to be timing sensitive, and increasing THREAD_TMOUT only
slightly reduced the frequency of failures.

Disabling them to reduce CI noise.
