Migrate DHCP client to an ietf-ip.yang augment

Description

After lengthy discussions in the core team, we've arrived at the conclusion that the DHCP client support should be migrated to an augment of ietf-ip.yang. This is more logical, since all other IP assignment is handled there, including the augmented IPv4 link-local/autoconf support, which also starts a small per-interface client application.
