Patch releases "steal" latest release tag

When the v25.08.1 release was made, after v25.09.0, it "stole" the latest release tag.

Although technically correct, this can be very misleading to users. So we should probably adjust the release.yml workflow to account for this.

CCB: decision, semantic for now should be to only set latest on .0 releases.
