Add support for toggling OSPF debug logs

Description

Currently Infix has all OSPF logs enabled, and it cannot be disabled. We could either add a toggle RPC that flips the following on/off:

debug ospf bfd
debug ospf packet all detail
debug ospf ism
debug ospf nsm
debug ospf default-information
debug ospf nssa

Or, probably more interesting, augment a debug container to the YANG model and make these configurable to the user.
