Confd package

The directory is created with the [package/profeth/profeth.mk], but we are not using it.

The /etc/tmpfiles.d directory is instantiated by package/skeleton-init-finit/skeleton before all other packages are built. If you are not using Finit as your init system, then you have to set up your own skeleton.
