UI Modes

1. MUI Switch to toggle between Mutate/Ingest mode, and Query/Dispatch mode
2. Clicking on the map will do different things depending on what mode we're in. If in Mutate mode, clicking on the map will add a new driver to the new drivers list. Else if in Query mode, clicking on the map will make a GetNearestDrivers call and render the nearest drivers' markers as a standout color (e.g., green).
