KBFS is down

Uploading files, opening files not cached locally, and syncing files locally using the sync file feature all hangs infinitely with a 8 second count down that continues to loop endlessly.

Repro steps:

1. Try to write to folder with kbfs, or upload in the file tab
2. Notice it hangs forever

Note that chats seem to work fine.
