PEAQ Project - Create Producer / Consumer agents

As stated by @dgossen, this task consists in creating two sets of agents: Those who produce information and those who consume it.
When agents connected to the AI model set the "AC" flag to True, there will be multiple agents that will consume this information provided by the agent, not by the model.

This will be done via a Smart Contract deployed on PEAQ network.

Producer and subscriber registration will be performed by an admin, and this registration will be available in a timely subscription
