RTX 3060 only 9 sessions Driver version 565.77

I installed a new RTX 3060 with driver version 565.77, First when I installed it passed the test, but after loading it with transcoding session it seems it does not go over 9 sessions and fails the test. Could it be a driver vesion issue of hardware limit? There are still plenty of resources in the card.
