List config to auto create initial item

this is related to singleton, but it will be helpful in other scenario as well.

what I want is this

• Add list config so that it creates an item on startup.
• provide the initial values for the item.
• this could be number of item rather than only one.

I know you can do it with seed, but this could be more simplified solution.
