github mock library

@shubhbapna proposes to create a tool to mock github for integration tests purposes. The requirements are:

• Github API method response
• any git command should be covered, at least: clone, fetch, merge-base, rev-list, merge. raw, branch, rebase and push
• the repositories should be configurable:
  • list of repositories
  • the forks
  • the branches, commits, tags
  • the pull requests

I propose to find the way create local git repositories, redirect request to them. Github mock API will reply based on local repositories information.
