Bug Description

I have tried removing the cache dir, restarting, upgrading, disabling MCP servers, removing terminal prompts from my .zshrc, and disabling whole plugins. For whatever reason the Agent is stuck on Working... and It fails to load the agent steering when I click on the Ghost sidebar icon.

Steps to Reproduce

1. Open Kiro
2. Attempt to communicate with the Agent

Additional Context

It was working fine last night. I had to reboot this morning and it might have been in the middle of waiting for my approval to run a command when I rebooted. I didn't check, but I left it running a task and I think it was not completed when I woke up.
