Bug Description

Describe the bug:
My Kiro IDE is completely blocked by a pop-up stating: "Unable to fetch account usage data: Your User ID (850705266665) temporarily is suspended. We detected unusual user activity..."

However, I have contacted AWS Support (Case ID: 177224521800841). After their investigation, AWS Support explicitly confirmed in writing: "Your Kiro Account is Not suspended as we've checked and found no suspensions on the account."

This means Kiro's internal security system is generating a false positive and blocking my legitimate IAM Identity Center session, out of sync with my actual AWS account status.

Steps to Reproduce

Steps to reproduce the behavior:

Sign in with AWS IAM Identity Center (Email: admin@shijiedata.com).

Open Kiro IDE.

The suspension error immediately pops up, despite AWS confirming the account is perfectly clean.

Expected Behavior

Kiro should sync with my actual AWS account status and let me use the IDE, rather than falsely flagging "unusual activity."
