Bug Description

The Kiro IDE displays an unexpected suspension message upon launch, preventing normal use of the AI assistant features.

Steps to Reproduce

1. Open Kiro IDE (desktop or web version).
2. Log in with account email: whl_wxa@163.com.
3. Observe that a popup appears immediately:

   "Unable to fetch account usage data: Your User ID [...] is temporarily suspended. We've locked your account as a security precaution."

4. Attempt to use AI chat/prompt features — all requests fail or show no response.

Expected Behavior

After logging in, the Kiro IDE should:

• Load normally without error messages;
• Allow full access to AI-powered coding assistance (e.g., code completion, explanations, debugging help);
• Display account status and billing information if needed.

The suspension message should only appear if there is a genuine billing issue, and users should be able to resolve it via a secure payment link or support channel.
