Global Hooks are NOT displayed in Agent Hooks

Bug Description

We can create local hooks for a project and see them in AGENT HOOKS section in KIRO panel, but if you move any to global .kiro / hooks directory and reload any project they are not visible.

Global Steering files are visible in AGENT STEERING & SKILLS block.

Why is this marked as duplicate?
Both issues report that global hooks are not supported/displayed in Kiro, with issue #5440 specifically requesting support for Global Hooks (~/.kiro/hooks/) which is exactly what the new issue is reporting as broken
