Bug Description

i just sign in new user but why my acc is Unable to fetch account usage data: Your User ID (a4f8e468-e081-7058-21ad-5f0c3406183d) temporarily is suspended. We've locked your account as a security precaution. To restore access, please contact our support team to verify your identity: https://support.aws.amazon.com/#/contacts/kiro

Steps to Reproduce

1. Install and open Kiro (version 0.10.78) on Windows
2. Create a new account / sign in for the first time
3. Open the dashboard or project and prompt some credits
4. Observe the error message: account is suspended

Expected Behavior

A new user should be able to log in and use the application normally without being suspended.

If verification is required, it should be clearly requested instead of automatically suspending access.

• This is a newly created account
• No heavy usage or API requests were made
• No VPN or unusual behavior (if true for you)
• The suspension happened immediately after use some credits

I am experiencing a similar issue, but in my case the account is immediately suspended after first login.

Error message:
"Your User ID (a4f8e468-e081-7058-21ad-5f0c3406183d) is temporarily suspended as a security precaution."

This happened on a newly created account with no prior usage.

Is this related to the same issue, or a different security flag?
