I can not pay the billing for Kiro

Bug Description

when i upgrade to kiro pro version, It show the bank card information. I am in China mainland, when we need to pay the billing, the bank will send SMS code to my phone, and I will validate the code ,then the bank can pay the bill. In last several month, I can pay the bill by this way. but this month when I pay the bill it does not show the send SMS button. How can I pay the bill?

Steps to Reproduce

1. manage plan
2. upgrade to pro
3. fill the bank card infor
4. 订阅

Expected Behavior

when I fill the bank card infor, it pop up a window , I can click the button send SMS and verify the code . then the bill can be payed.

I try to use a credit card which regist in HONGKONG, but also shows like the picture, In Last several month,I pay the bill as well, but this month, It is very hard to pay the bill

I am also experiencing a major billing issue in Vietnam and have already opened an official support case with AWS regarding this.

Specifically, while the subscription page correctly displays the price in VND, the "Country" dropdown menu in the billing address section does not include "Vietnam" (it jumps from Vatican City to Venezuela).

Because I cannot select the correct country for my card, the payment always fails with the error: "Your card was declined. Please try a different card."

The automated response from support has already suggested this is likely a system-level configuration mismatch between the supported currency (VND) and the available billing countries.

Please investigate why Vietnam has been removed from the list, as this is preventing all Vietnamese users from upgrading to Kiro Pro+. Thanks!
