Why does it build the backend Docker image from scratch instead of using plone-backend?

Adding an issue to ask this since I didn't have a chance to ask on a pull request

The decision was to use a pure UV image and the and the uv.lock file

@ericof So this can probably be a trial run of doing it that way, and then we eventually add a new image that works like that to plone-backend?
