Add support to configure route ready timeout #1408
Description
Currently, we have a hardcoded 1s route ready timeout. It might be too aggressive for larger instances containing 100+ KSVC to reconcile. Either during startup of Kourier gateway or during burst periods of creation/recreation/deletion of KSVCs in a bulk.
We could introduce a config nob to influence the current hard default. In addition, there could be per KSVC annotation if we found it useful.
