Bump tmp and standard

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [standard](https://github.com/standard/standard). These dependencies need to be updated together.


Removes `tmp`

Updates `standard` from 14.3.4 to 17.1.2
