 Little tutorial at the beginning of a new game

Currently it is difficult to guess how to control the game if the player has not played it before. 
Need to show a small tutorial at the beginning of a new game:
* how to choose and build rails
* how to switch between construction/management modes
* how to control traffic lights / switches
* how to call a server train
