We have a library Jar file which has a ResourceSupplier service defined. It reads the list of resources from the annotations of the class that uses our library. Is the ResourceSupplier in Jar file processed by the Teavm builder?

I have no idea. You can use official Gradle or Maven plugin, then the work is guaranteed. Since you are not doing this and I have no idea what's your setup is, I just can't help you. Consider reading the sources and debugging TeaVM. I can assist you, if you need.
